My BROTHER  has got 140 marks in mains and he has scored 94% in class 12 CBSE. We belong to General category. I want to know what will be his rank and will he get CS ?

Your expected rank is 31000-35000. As you are from general category, you may not be able to get CS in NITs. Other choices are still available though.
