All newtons Laws are applicable for classical particles and not for quantum particles.
What we use is just approximation(and in this approximation Newton’s laws are valid and give qute good results but are limted for only classical particl;es)and according to de Broglie, The particles havedual nature and smaller the particle, more its wave character dominates. Photon is one of them it is only energy with zero mass.
