pH 4 means
the concentration of H+ ions is 10^-4 M
The normality is 19 * 10^-4
Equal volumes of both the solutions are mixed.
the no. of moles are 20*10^-4 in 2 L
So, the concentration of H+ would be 10* 10^-4
i.e., 10^-3
Sp pH is 3
