When the potential of sphere becomes equal to the potential of emitting electron ,  the electron stops emitting from source.
 
 
       Therefore ,, . KQ/ R is the potential of sphere. 
        Q=ne
       Kne/R = 1.5
     n= 1.5*10^19/ 9*10^9 *16*10^2
