See as the water should not spill out , the net forces towards the center should not be more than mv^2 / R or as given in the question we have to find the minimum one therefore ,mg = mv^2/R=> v = under root gR = under root (10 × 2.5) = 5m/s is the minimum velocity needed at the highest point to prevent water from spilling.
