When the charge is given a velocity u, it would undergo decelleration due to which the KE of the system would decrease and PE og system would increse. Next, after some time, at a certain separation the velocity of the initially moving particle will become 0 and then negative due to significant repulsion, from this time, the PE would start decresingand KE would start increasinh due to acceleration and will pass the same point with a velocity -u
