Why flowing of current in a conductor produce magnetic field around it?

Well there is no explanation in classical physics or you can say meta physics.
The answer could only be found in light of quantum mechanics and special relativity.

Its an experimental observation. Not only you everyone wonders why magnetic field is produced.
We no electric field and magnetic fields are interconnected. But its properties are well studied by us.
Even varying magnetic field can produce induced electric field which is not exatly electric field...
