Inside a sattelite the balls wont feel gravity.No mg will act on them.So due to electric repulsion they would tend to go as far from each other as possible.That will occur when they are horizontally on opposite sides or angle=180 degree.
And the tensional force will only be this force of coulombic repulsion.

The answer is 180°
because the same charged balls stands where the electric attrection is lowest.
