T = 520mN=0.520N
Electric field intensity E= 5 N/C (UPWARDS)

cOLUMB FORCE, F=qE=q x 5 (upwards)
For equilibrium,
W – T – F=0
0.5 – 0.50 – 5q=0
or, q = -0.004 C  or -4 x 10-3 C
Option (2) is the answer.
