Gravitational attraction between two electrons is: 
Fgrav = G m^2 / r^2 

Electrostatic repulsion between two electrons is: 
Felec = k q^2 / r^2 

The ratio, therefore, is kq^2 / Gm^2. 
 
Now put the values and find the answer.
