It is a very easy question.
 
Since we are given with two charge system we can consider it as dipole.
Now for the body to be in equilibrium, it should have ohysical along with the rotational equilibrium.
Now coming on que first of all balance all the physical forces im the system.
Now for rtotational equilibrium, the body will posses torque due to friction force and as dipole is present their, so their wil be torque on dipole due to the electric field.
For rotational equilibrium both torque will be balanced and we will get a eqn from this.
 
Finally we got two eqn, so by solving both of them we can easily calculate magnitude of electric field.
