Consider a gaussian surface of radius R enclosing the given sphere of radius r(L/2*3.14) 
Then electric field inside the sphere=Q*r*K/R*R
at the centre, r=0
therefore elctric field at the centre is 0
so electric field at the centre of curvature of semicircle is 0
