The force experienced by charge q placed at centre of ring will be zero.
As electric field at centre of ring is always zero.

let a particle be at point P at a distance x from centre of ring.
Then electric field at point P if given by the formula kQx/(x^2+r^2)^3/2
as here x =0ย 
=> E = 0ย 
=> F = qE =0
