Can a positive charge attract another very very small positive charge?

As like charges always repel each other.

In such a case, the net charge on the very very small positive charge is diminished. Induction takes place such that the negative charge comes closer to positive charge and the positive charge goes away. So the electrostatic attraction between the unlike charges is grater than the repulsion between like charges
