When the rod is inserted the inductance of the inductor increases suddenly, so a high opposing emf is induced in the beginning causing the current to become almost NIL.

 

Then the current builds up gradually until the brightness is restored to the original brightness before the rod was inserted.

Bulb will glow continuously because inductor acts as short circuit for dc voltage supply.Therefor entire voltage appear across bulb.
