Why does a wet comb does not attract dust particles much than a dry one?

See for a comb to attract pieces of paper electoastatic force is required which is generated due to friction b/w comb and hair(say). When comb is wet there is led friction compared to when comb is dry so wet comb provide less electrostatic force of attraction compared to dry one resulting in wet comb to attract lies dust particle.
