Conductors have number of free electrons in them hence they have lowresistance. As number of electrons increases resistance of the matter decreases because number of electrons will decide flow of current or heat through it. More electrons more flow of current.
 
Resistance of a conductor directly depends upon Length of the wire L
Inversely depends upon Area of Cross section of the conductor 1/A
Nature of material used.
Therefore, R=ρ L/A
