When a wire of uniform cross-section a, length l and resistance R is bent into a complete circle, resistance between any two of diametrically opposite points will be

when we calculate resistance between any two of diametrically opposite points there are two resistance of same cross section and of half length and both are in parallel.
So equivalent of this is two resistance of R/2 each inparallel.
So It is equal to  R/4.
