what happens is when current are flowing in a wire , then these free electrons will going to constitute the current in the wire , 
and these cannot be decrease or increase , these number will be always constant , as these free electrons will going to constitute the current in the wire . 
so, just remember , for our convention we are taking that they will flow opposite in direction ,
