What is the meaning of the statement 'Charge is conserved'? In a β- decay process a proton is emitted. That is net charge particle is generated. Does this violate the principle of conservation of charge?

This announcement implies that charge neither can be made nor be obliterated. During the time spent beta rot the neutrino conveys the missing vitality and furthermore in this procedure the law of preservation of vitality stays legitimate.
