the potential difference between two poles when the circuit is open is called while the potential difference between the poled when the circuit is closed is called terminal potential difference

emf of a cell is the potential difference across a cell when no current is taken from it.
Terminal potential difference is the potential difference across a cell when current is drawn from it.
