Let a and b be half life period of substance A and B.
1/16th means A has completed 4 half life period
\implies      4a = 8hours
\implies     Half life period of A = a = 2 hours
 
1/256th means B has completed 8 half life period
\implies     8b = 8hours
\implies     Half life period of B = b = 1 hour
