If the given figure is observed properly,then it can be understood they the resistors are grouped in parallel combination.....Therefore, R-effective=R/3.Hope the answer is clear.

Potential of point L and N are equal.
Similiarly potential of point M and Z are equal.
So equivalent circuit between M and N is 3 resistance of R ohm in parallel.
Then equivalent resistance will be R/3.
