Dear student 
Electric charge is quantized that means charge is always present in multiple of e (charge of electron) because it is the smallest charge that can exist.
Point charges does not exist like 1.5e, 3.4e etc
 
Charge is conserved.The total charge in an isolated system is always conserved.However, total positive or negative charge may change.
