As Power P = V2/R
Then Resistance R = V2/P
Then
R1/R2 = P2/P1 = 100/60 = 5/3
R1 = 2202/100
So voltage across R1
V1= (5/8)*220 
So Power across R1 = (V1)2/R1 = 39.0625 W
