The question is missing the starting vector point. From internet it is taken as i+j+k.
Recall the equation to find the length of line in 3dimension co-ordinates to find the length between (i+j+k) and (2i+3j+3k).
 
r_{12}=\sqrt{(2-1)^2+(3-1)^2+(3-1)^2}\\ r_{12}=3
 
Now calculate the force between the charges.
F = (1/4*pi*epsilono)*(q1q2/(r12)2)
F = (1/4*pi*8.85*10-12)*(3*10-6*3*10-6/32)
F = 0.009 N or 9*10-3N
 
Hence choose option (b).
