The question is missing the starting vector point. From internet it is taken as i+j+k.
Recall the equation to find the length of line in 3dimension co-ordinates to find the length between (i+j+k) and (2i+3j+3k).

Now calculate the force between the charges.
F = (1/4*pi*epsilono)*(q1q2/(r12)2)
