Let resistance of voltmeter is R and current through voltmeter is I.
Then initial condition
V = I*R  – ( 1)
And final condition
100*V = I*(R +1980)  – (2).
Dividing equation (2) by equation (1).
100 = 1 + 1980/R
SO 99 = 1980/R.
Then R = 1980/99 = 20 ohm.
