The capacitors are in series and emf as wel as, therefore the net capacitance becomes= > 
Ct = C1C2/(C1 + C2) => 15/8 uF.
Net emf = 20 – 4 = 16 V.
 
Voltage across 3 uF => (Ct/C1)*V => (15/(8*3))*16 = > 10 volts.
