As shown in the figure the circuit shown is open circuit. It is not closed circuit , so the applied voltage of 120v will come as potential difference between x and y. If the circuit would closed then current will flow and potential difference wil not be 120v . 
so , ans in this case is 120v.

The given circuit is an open circuit . there is no flow of current through any resistance 
So. There is no drop of voltage across any resistance and thus the final potential across x and y will be 120V
