At resonance a circuit's net reactance equals zero Ohms and the net impedance is all resistive. Therefore the phase difference between current and Voltage is 0 degrees,

Phase angle = art tan (0 Ohms)/(finite Ohms) = arc tan 0 = 0 degrees
