the resistance is given by
dR = \rhodr/2\pirL
R = (\rho/2\piL)\int_{r}^{R}dr/r
R = (\rho/2\piL)ln(R/r)
Put values of L, \rho,R and r. You will get answer.

resistance = resistivity ( length / area )
AREA of a hollow cylinder = ​\Pi (R- r2 ) = 3.14 x (4 – 1) x 10-6 = 9.42 x 10-6 m2
          resistivity = 2 x 10 -8  \Omega m     (** the resistivity provided in the question has an error)        
RESISTANCE = 2 x 10 -8  x 1 / 9.42 x 10 -6
                        = 2.1 x 10-3 \Omega
