Ok so lets assume the bulbs are incandescent, ohmic (meaning they obey Ohm’s law) and the average power absorbed by each light bulb is directly proportioinal to the amount of light it emits. (As Andrew Daviel has already mentioned, these assumptions are not entirely true and should be physically tested to get a sure answer.)
Lets also take each bulbs’ resistance as 5ooΩ. In your first scenario we have five light bulbs in series, giving a total resistance of 2500Ω. Calculating the power gives a setup of about 21Watt.
In the second scenario we have four light bulbs in series, giving a total resistance of 2000Ω. Calculating the power gives a setup of about 26.5Watt.
Therefore the second scenario with four light bulbs draws more power and will produce more light.
