To find time constant follow this
Replace the battery with resistanceless wire
Now remove capacitor and mark one side as point A and other as B now find equivalent resistance bwtebet A and B it comes out to be 11/7
Now time vonconstis RC 
11/7 TIME  7 Faraday or 11micro coulomb
