there can be two answers to this.
one is based on the concept of moving charges due a current and the other is based on the mechanical effects of current
  1. current through a conductor is said to be one ampere if one coulomb of charge flows thorugh it in one second
  2. one ampere is defined as that steady current which when maintained through two infinitely long straight parallel conductors placed one metre apart in free space exerts a force of 2x10^-7 newton per metre length on each other
