there can be two answers to this.
one is based on the concept of moving charges due a current and the other is based on the mechanical effects of current
- current through a conductor is said to be one ampere if one coulomb of charge flows thorugh it in one second
- one ampere is defined as that steady current which when maintained through two infinitely long straight parallel conductors placed one metre apart in free space exerts a force of 2x10^-7 newton per metre length on each other
