Can current flow through a circuit with NO RESISTANCE ??? Why ?

Resistance prevents current from flowing. If there's zero resistance, as in some kinds of short circuits, the current will flow in the wire without any losses.  The basic rule is Ohm's Law

According to OHM's Law  
V=IR 
Now R=0 (A.T.Y)
Potential difference will also be zero.
And current will not flow 
But hey it's just a law
And physics is not bounded by laws.
Philosophicaly, a super conducter might exist 
Where resistance will be zero
But to understand such phenomena you will need the light of quantum machanics.
