power = energy per unit time
also,
 we know that power = I2R =IV
hence power given out by the circuit= 4 x 250 =1000 J/s
let the time taken to accumulate the required energy of 4,00,000J be t
then, by the formula power = energy / time
=> t= 400000/1000 = 400 seconds
