Let R be the value of each resistance. & Vr be the voltage of battery.
When the 3 resistance are connected in series,
Power dissipated (P) = V2/ 3R
When they are connected in parallel,
Power dissipated P' = 3 V2/ R
Hence 
P' = 9P
