for example, in an RC circuit, the capacitor eventually gets fully charged to battery voltage V, but if capacitor were not there and only resistor and battery were present, voltage can chenge instantaneously.Therefore, answer is, capacitor reduces voltage fluctuations. In a similar way, inductor reduces current fluctuations.
