The inert pair effect is the tendency of the electrons in the outermost atomic s orbital to remain unionized or unshared in compounds of post-transition metals.. 
or in simple words u can say its the tendency of the valence shell electron , not to participate in the bonding process .

Inert pair effect is the reluctance of valence s-shell effect due the penetration of the nucleus of heavy sub shell.for eg-Pb(lead)
