Hi Rahul,
Yes the syllabus is the same. But the standard is different.
Like for example, you would heve studied the same chapter of sound in class 8, 9, 10 and again in 11.
But the level of the contents do change.
Similarly between CBSE and IIT JEE there is a change in standard though the syllabus is the same.
