i hav got a 4000 rank in iitjee.i hav scored 366 in bitsat.
i am now considering going 2 iist.can i prefer it over new iits and bits.

Congratulation for getting such a good score in BITSAT. At this stage you shouldnt be looking for any other option than going to BITS Pilani ( Comp. SC. ). at 4000 JEE rank you will just be making either into IT-BHU or new IITs , they both are none of the good option.
BITS Pilani comes 5th on the national ranking even better than some of the IITs. A student of this rank or score should never think of going to IIST, only its name seems to be fascinating but you will regret if you get into it.
You deserve something great. Hope you take the right decision.
