If you have neutral interest in both...then to decide in between them you have to consider different options like
what do you want to do in future?
If you want to do research or you want to be in technical career then dual degree in iit madras would be better and iit madras mechanical has very good reputation compared to other iit's\
If you want to go to non-technical career or want to go to foreign for ms some thing like that IIT Roorkee would be better option
