resonance coaching institute have predicted my iit jee rank to be 28000.isthere any chance for me to get admission into iiser or rgipt

It would be difficult to propose that there would be any good chance for you to get into IISER or RGIPT with this rank. Though we would like to advise you to give us the details and not the rank predicted by some other organisation and then we can guide you better.
