HC Verma is the best which will help you in building up your concepts.It will help you a lot in understanding concepts and applying them.HC Verma doesn`t contain much questions.I would suggest you to clear your concepts via HC Verma by Understanding and revising concepts.Use DC Pandey for cracking numerical problems. Solve more and more problems from DC Pandey after Reading through HC Verma.You will surely achieve the success.My wishes are with you!

Yes , hc verma is far far better than d dc pandey , the thing is each and every concept are precise in h c verma , and if u will study that once and understood , u can solve any ques from that topics , even it have sufficient no of problem from each and every topics to ensure that u will not miss anything . 
and thus making it a complete perefect book for jee prep and often called as bible for iit students . 
other hand d c pandey , they dnt have concept witten on that ( theory ) 
and also , they have only problems given , so, that lacks quality but perfect in quantity . 
so, d cpandey have to be used as a side book after h c verma .

HC VERMA IS QUITE BETTER THAN DC PANDEY. ACTUALLY IF YOU SEE THE BOOK OF H.C. VERMA YOU WILL SEE THAT ITS THEORY CONTENT IS VERY LESS. IT ONLY CONTAINS THE IMPORTANT THEORY THAT IS REQUIRED TO SOLVE NUMERICALS OF COMPETITIVE LEVEL. MOREOVER ALONG WITH IT YOU CAN PREFER PARDEEP FUNDAMENTAL PHYSICS AS IT CAN BE USED FOR DERIVATIONS AND THEORY AND HENCE WILL HELP YOU TO SCORE GOOD IN BOARDS AS WELL

Go For HC VERMA.
It has a better understanding and an edge over DC Pandey.
Also it has lots of problems making you score good in all exams.
