DEAR STUDENT,
In measuring rates of reaction which take less than a millisecond , relaxation methods are effective enough, because the active reagents can be prepared right at the reaction site, since here the conditions of experiment are largely under human control, by altering temperature and pressure and extent of human errors is very minimum.

Whereas , in titrimetry the quantities required are very large and chances of error in recording exact time of reaction is very difficult. Exact experimental values cannot be achieved through this process
