In steady state no current flows in the circuit. Using Kirchoff’s loop rule, we can find that the potential difference between points B and D is E/2. So, the charge on the capacitor connected between points B and D will be given by Cx E/2 = CE/2.
 
So, the correct nswer is option is B.
