how can you say that whether the body is in equilibrium or not?

There are two equilibrium, static and dynamic.
In case of static equilibrium, net force is considered to be zero.
In case of dynamic equilirium, the body must move with uniform velocity(acceleration would be zero).
So, first you find out weather the system is moving with uniform velocity or not.
