can i write jee mains and advanced studying btech at some other college

Yes you can do that but only for 1 consecutive year.
For eg
Suppose you gave jee in 2014 and got into some other B-Tech college then you can reappear in 2015 only. ( Even if you dont appear in 2015 you are not elligible for 2016).
Make sure you prepare well along with the college.
