in the formula g stands for total acceleration on bob. In free status gravitational acceleration is only applied on bob. But in existence of electric field the resultant acceleration is different and equal to the resultant of gravitational and electrical acceleration. As we know the resultant amplitude of vector of perpendicular vectors a and b is (a^2+b^2)^1/2 so in answer g is replaced by given term as the electrical acceleration is qE/m
