He will see the bird flying 40kmph north and 40kmph West
Adding them with vector addition
He will observe bird moving with 40√2kmph in North-west direction

Vel of observer=40i (say).then vel of bird=(-40)j and vel of bird wrt wrt man is as V(bo) =V(b)-V.(o)   i.e.,(-40)j-40i .so magnitude is 40√2 and direction is as south west...
